WHY WAS THIS SITE MADE?

When Representative Mert Smiley first suggested in his legislative hearing last April that he might want to combine the services of the LSBPIE under another board as a cost savings measure, many of us opposed that concept.  We recognized that there were problems but incoming Chairman John Mowell promised change and an open forum like we had never seen before.  We fell for it hook, line and sinker and the changes that were promised actually created less open communication.

CHANGE MUST COME and upon reflection, it would appear that the LSBPIE believes that they can do whatever they want, whenever they want, regardless of the rules or the law. 

COMPLAINTS WERE FILED, but we believe that the best chance for change is with the legislative session and will propose two bills, one to change the make up of this board and the other to abolish it and place its duties under the scope and authority of another governmental entity. 

KNOWLEDGE IS THE KEY

  

Last word that I heard, I have recently filed my 937,328 public records request on the LSBPIE since last year.  Truthfully, that number is made up, but I said that in response to a letter that was mailed to continuing education providers whereas the executive director reported that I had filed almost 20 records requests when in fact I had only filed 14.

One could think that it would have been more prudent to say almost 15, but when you think about it, almost 100 could have been conceived by the imagination, because I filed more than one.

Mr. Englade has a problem with a guy that files public records requests.  I know this because I read it word for word in the official meeting transcript of the July board meeting.  In fact, I also know that because I believe that the evidence will show that he goes out of his way to avoid providing public records requests.

Key elements to watch for in his letter is that he states that I filed records to which he must provide me unless someone were to obtain a protective action to prevent the release of their records.  Amazing that he admits that he has the records, that they are public and that ultimately he will have to provide them to me, but its a stall effort to try to get someone to stop the request.  It didn't work and ultimately I got the information and as a result discovered that the Board office had failed to properly administer the CE program.  I thereafter filed a complaint. 

UPDATE - An email between Pat Englade and another provider appears to show that Mr. Englade conspired to withhold public documents.  SEE THIS EMAIL  

This email was written prior to the official letter that went out to all the other providers and states that he is asking the Attorney Generals Office for help to classify otherwise public documents as classified. 

Now, I understand why he didn't want to give that to me.  When there are things that we don't want people to see, we go to great lengths to avoid that.  IF we were dealing with evidence in a criminal case, would that be called obstruction of ......I can't recall what they call that.

To date, there are several that remain unfilled and he has stated to me that if I have a problem with that, I should do what ever I need to do legally.

UPDATE: 11-7-2011
After waiting months, we attempted to follow up on several open public records requests today by sending the following Request Update to inquire as to the status of these documents.  The referenced requests are all on the online database on this history page if you or the board office need a copy.

We received and responded to this non-sense, in which Englade states that almost everything is pending.  It's been pending now since Months ago.  ENGLADE FOLLOW UP
 

We can only deduct from their response that they either do not understand the law, or they wish to ignore it.  Or maybe they say inaccurate facts...such as stating that renewal forms do not exist.  Read the follow up letter and decide for yourself.
